16 Month Old Not Walking

I have a 16 month old who will cruise around the furniture and will walk with his toy walker, however he seems to have no desire to walk on his own. when i put him down he goes straight to sitting, he never tries to stand on his own. his doctor said it's just a confidence issue. he's a little boy (not even on the weight percentage chart) with a big head (61%). so i think that's an issue also, he's a little top heavy. what i am looking for are some activities i can do with him to help him gain the confidence he needs.

I recently figured out how to nurse in bed on my side (about time!) and she wakes at about 4am to nurse and I have been bringing her into bed and feeding her and then she sleeps the rest of the night in bed...
